Overview

We are seeking a strategic and analytically-minded Head of Talent Acquisition who will transform our recruitment function through process innovation, data-driven insights, and proactive market intelligence. In this role, you will develop talent acquisition strategies that align with our long-term goals, improve recruitment policies with business leaders, and raise talent quality standards. You will set higher standards for senior hires and provide market intelligence to help leadership make better decisions.

The ideal candidate thrives on designing processes from the ground up, establishing measurement frameworks, and driving continuous improvement rather than simply executing existing plans.

Key Responsibilities

Strategic Process Development & Analytics

  • Design and implement comprehensive talent acquisition frameworks, including forecasting models for accurate onboarding date predictions
  • Establish data tracking systems and recruitment analytics dashboards to measure effectiveness and identify improvement opportunities
  • Design and optimize candidate experience journeys, ensuring consistent touchpoints and feedback loops

Employment Market Intelligence & Advisory

  • Conduct ongoing market analysis to advise leadership on position viability, competitive salary positioning, and recruitment timeline expectations
  • Provide strategic recommendations when hiring objectives fall outside current market conditions or organizational capabilities
  • Develop competitive intelligence frameworks to track industry talent trends and emerging skill requirements

Employer Brand Execution & Local Market Adaptation

  • Implement global employer branding strategies within the Vietnamese market, adapting messaging for local cultural relevance and talent preferences
  • Execute regional recruitment campaigns across local digital platforms, job boards, and industry networks
  • Collaborate with corporate marketing and regional teams to ensure brand alignment while optimizing for local market effectiveness
  • Coordinate technical leadership participation in industry events, conferences, and content creation by facilitating opportunities for developers, Director of Engineering, and VP of Engineering to represent RAKSUL's technical expertise and culture

Leadership & Team Development

  • Mentor recruitment team members and establish processes for specialized hiring domains
  • Drive adoption of recruitment technologies and process improvements
  • Foster a culture of continuous learning and data-driven decision making

Required Qualifications

Core Experience

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Proficient in English communication and interpersonal skills.
  • Minimum 7 years in talent acquisition with substantial IT recruitment experience and senior-level hiring track record
  • Proven expertise in process design and system implementation, with demonstrated ability to build recruitment functions from concept to execution
  • Strong analytical background with experience in workforce planning, predictive modeling, and recruitment metrics development

Technical & Strategic Skills

  • Deep understanding of IT roles, emerging technologies, and technical hiring market dynamics
  • Proficiency in ATS platforms, sourcing tools, and recruitment analytics software
  • Experience with employer branding campaigns and social media recruitment strategies
  • Data visualization and reporting capabilities for executive-level presentations
