Our client is looking for a Head of Data Governance to build and lead their enterprise-wide data governance function across multiple business units. Rather than a traditional back-office role, this is a Data Diplomacy position that requires both strategic vision and strong cross-functional influence. The successful candidate will design and operationalize a trust framework that moves the organization from siloed operations toward a trusted, interoperable data fabric enabling safe data monetization and sharing while ensuring compliance with the evolving local regulatory landscape. Beyond policy-setting, this leader will drive a culture of data accountability and quality, closely aligning governance initiatives with business objectives.
Core Responsibilities
- Design and lead a federated governance model that balances entity-level autonomy with ecosystem-wide standards, moving beyond command-and-control toward a collaborative, cross-functional approach.
- Chair a Cross-Entity Data Council, aligning diverse stakeholders on data definitions, priorities, and conflict resolution while facilitating working groups to address shared data challenges.
- Partner with Legal and InfoSec to operationalize data-sharing agreements and ensure compliance with Vietnam's consumer data protection regulations.
- Define and execute the enterprise data strategy, encompassing policy creation, data stewardship, metadata management, and information management frameworks, aligned with AI readiness and data-driven decision-making goals.
- Drive measurable data quality, integrity, and accessibility standards across the organization, and guide data architecture initiatives including integration, modernization, and interoperability.
- Lead evaluation and implementation of governance tooling (data cataloging, lineage, and governance operations) and serve as the executive liaison on compliance and regulatory matters.
- Provide thought leadership on emerging trends such as AI governance and ethical data use, embedding best practices into analytics, technology, and compliance initiatives in collaboration with senior leadership.
Qualifications
- 12+ years of experience in data management, data governance, or data strategy, ideally within banking, fintech, or other regulated financial services
- Familiarity with banking regulations, compliance and privacy requirements
- Proven experience designing and operationalizing data governance frameworks and tools
- Ability to align data governance with organizational strategy and performance goals.
- Knowledge of regulatory, compliance, and risk frameworks for data and information management
- Deep understanding of Vietnam's data privacy laws (PDP) and how they apply to multi-entity data sharing
- Exceptional negotiation skills (Data Diplomacy) to bridge gaps between diverse business units
- Excellent executive communication, collaboration, and negotiation skills
- Track record of leading cross-functional initiatives balancing compliance and innovation
- Bachelor's degree or higher in a related field; or equivalent work experience
