Responsibilities:
The Head of Building and Facility Management Department is a senior leadership position, leads the strategic and operational management of the university's facilities, ensuring a safe, efficient, and customer-focused campus environment. The role oversees campus support, security, property, housekeeping, maintenance, utilities, contracted services, and grounds operations while ensuring compliance with budgetary and strategic objectives.
1. Strategic Leadership & Team Management:
- Visionary Leadership: Align departmental goals with the University Strategic Plan and embed the FM Way (Mission, Vision, and Values). Contributes to strategic planning by evaluating and projecting future facility needs and proposing options to achieve them. Develop and implement departmental policies, procedures, and long-term facility management plans that align with VGU's strategic mission;
- Team Oversight: Lead and evaluate designated teams: Campus Support, Security, Property, and Housekeeping/cleaning/gardening Services. Lead the development, effective communication in the day-to-day engineering and maintenance operations of the university, including service standards, equipment schedules, and work schedules to maximise stakeholder engagement;
- Capacity Building: Develop staff plans and conduct internal training for knowledge transfer.
2. Technical & maintenance management: infrastructure oversight: Supervise the operation of all physical plant systems: Electrical (led by Team Leader), HVAC/Air Conditioning (led by Team Leader), and Water Supply & Drainage
- Hard & Soft Services: Manage custodial services, landscaping (Landscape Team Leader), security, and housekeeping to maintain campus hygiene and safety
- Asset Management: Oversee the fixed asset inventory and coordinate with the IT department, faculties for network and equipment maintenance;
- Safety, compliance, & risk management: statutory compliance: Ensure the campus meets all national legal requirements for building safety and fire protection
- SHE Standards: Implement safety, health, and environmental (SHE) protocols, including the development of Risk Assessments and Safety Operation Instructions
- Serve as the administrator responsible for ensuring facilities meet physical accessibility.
3. Budgeting, Procurement, & Project Management:
- Financial Control: Develop the annual departmental budget and monitor expenditures against approved targets
- Vendor Management: Lead the selection and evaluation of external contractors through rigorous bidding processes in collaboration with the Procurement department
- Capital Projects: Supervise new construction projects, renovations, and minor repairs, ensuring they meet the university's quality and cost-efficiency standards
- Budgeting: Develop annual budget plans, monitor expenditures, and manage capital outlay requests; Meets maintenance financial standards by providing annual budget information; monitoring expenditures; implementing corrective and preventive actions for improvement
- Procurement: Partner with the Procurement department to select suppliers and ensure bidding follows strict regulations and have KPI to review them regularly or after each job/contract
What we look for
1. Qualification:
- Master degree with relevant working experience in the fields of Civil Engineering, Electrical Engineering or other engineering programs; certificate in building operation management
- Working experience in building management – preferably with big projects in hospitality or education. A proven track record in the leadership and delivery of a customer focused Facilities Management team
- On-site experience with suppliers and supervision of maintenance– have to be able to see and judge quality, workmanship and know the regulations
- Minimum 05 years of progressive experience in maintenance management

3. Knowledge:
- An in-depth understanding of the technical and professional requirements of the Facilities Management work area, including the management of Health & Safety in the workplace
- Have in depth knowledge about building management
- Excellent communication skills, with experience of managing effective liaison with a variety of customers and stakeholders at all levels of the organization
- Excellent budgetary management skills, and a commitment to collaborative, commercially focuses service delivery
- Ability to deal with suppliers
- Knowledge and understanding of current developments in engineering and facility management
4. Skills
- Fluent English (oral & written); Vietnamese a plus
- Proficient in MS Office (Word, Excel, PPT)
- Basic asset management software knowledge
- Can read floor plans/technical drawings via CAD software
- Strong interpersonal, communication, and teamwork skills
- Able to analyze data and produce clear reports for senior management
- Self-driven, deadline-oriented
- Comfortable presenting to groups and individuals
