JOB PURPOSE
Provide technical leadership, engineering governance, and lifecycle management for GBIA's airfield pavements and civil infrastructure to ensure safe, serviceable, and compliant operations adhering to ICAO and regulatory standards.
KEY ACCOUNTABILITIES
A. Pavement Engineering Governance, Asset Strategy & Technical Assurance
- Serve as the airport's principal technical authority for airfield pavements, civil infrastructure, and pavement engineering activities across all facilities.
- Develop and refine engineering standards, inspection methodologies, technical specifications, and repair procedures for runways, taxiways, aprons, service roads, and drainage systems.
- Establish preventive, predictive, and corrective maintenance strategies to maximize structural integrity, whole-of-life performance, and operational availability.
- Lead structural evaluations, pavement condition assessments, and ACR-PCR strength assessments, ensuring accurate reporting to Cảng vụ, VATM, and AIS for AIP publication.
- Provide expert engineering advice on pavement materials, aircraft loading, friction management, and long-term Capex lifecycle renewal in coordination with Asset Management.
B. Pavement Performance, Operational Support & Technical Investigation
- Monitor asset reliability and lead root-cause technical investigations into pavement failures, surface deterioration, and drainage deficiencies to deliver sustainable engineering solutions.
- Oversee friction testing programs, rubber removal strategies, and the technical implementation of the Global Reporting Format (GRF) for runway surface condition reporting.
- Deliver technical support during pavement rehabilitation, emergency repairs, and perimeter fencing/boundary maintenance to minimize operational disruption and preserve restricted area security.
- Coordinate technical assessments for NOTAM issuance and maintain active communication interfaces with AOCC, Airfield Operations, ADMs, and Safety & Compliance teams.
- Analyze inspection surveys, maintenance records, and performance data to drive evidence-based maintenance planning and long-term asset management decisions.
C. Regulatory Compliance, Technical Capability & Continuous Improvement
- Ensure full compliance of airfield pavements and civil infrastructure with ICAO SARPs (Annex 14), Vietnamese aviation regulations, and Aerodrome Certification standards.
- Lead technical engineering support for regulatory inspections, audits, and aerodrome certification reviews, directly supporting Cục Hàng không requirements.
- Review and assure the technical performance, engineering designs, and construction methodologies of specialist contractors, consultants, and testing laboratories.
- Develop technical manuals, inspection procedures, and training materials to mentor, coach, and build core engineering competencies within the Airfield Maintenance team.
- Evaluate emerging pavement technologies and industry best practices to foster a culture of engineering excellence, safety, and continuous operational improvement.
JOB REQUIREMENTS
A. Qualifications
Bachelor's Degree in Civil Engineering, Airport Engineering, Highway Engineering, Infrastructure Engineering, or a related engineering discipline.
B. Work Experience
- Minimum 8 years experience in airfield pavement engineering, airport civil infrastructure, pavement asset management, or comparable safety-critical infrastructure environments.
- Demonstrated specialist experience in pavement condition assessment, structural evaluation, pavement rehabilitation, lifecycle management, and maintenance of runway, taxiway, and apron infrastructure.
- Proven track record in developing pavement maintenance strategies, engineering standards, technical specifications, and asset performance improvement programs.
- Hands-on experience conducting or supporting Aircraft Classification Rating – Pavement Classification Rating (ACR-PCR) assessments and pavement strength evaluations for aerodrome operations.
- Demonstrated capability in managing friction management programs, rubber removal planning, runway surface inspections, and implementation of the Global Reporting Format (GRF).
- Deep knowledge of ICAO Standards and Recommended Practices (SARPs - Annex 14) alongside applicable Vietnamese aviation regulations relating to airfield pavements and aerodrome certification.
- Experience managing specialist engineering contractors, pavement consultants, testing laboratories, and contractor-delivered rehabilitation projects within an airport environment.
- Strong analytical ability to interpret engineering data and pavement performance trends to formulate evidence-based maintenance and investment recommendations.
- Experience supporting aerodrome certification, infrastructure handover, operational readiness (ORAT), and airport development projects.
C. Certifications & Licenses
Required / Core Certifications:
- Airside Driving Permit (ADP) and Airside Radio Communications certification (or approved Airside Radio Protocols training).
- Safety & Compliance: Airside Safety Training, Safety Management System (SMS) training, and ICAO Aerodrome Certification training.
- Technical Training: Airfield Pavement Maintenance / Engineering, Pavement Condition Assessment & Pavement Management Systems (PMS), and Runway Friction Testing & Surface Condition Assessment.
Desirable:
- Aircraft Classification Rating – Pavement Classification Rating (ACR-PCR) training.
- Global Reporting Format (GRF) implementation training.
