Position: Director, Project Development
Report to: General Director of NL ADC
Overview:
Lead and be accountable for the performance and deliverables of the following functions: Project Management & Construction, Land and Project Development, Design Management, Project Legal, and Contract & Cost Management. Ensure the effective, timely, and seamless execution of projects, driving operational efficiency and successful project delivery.
Responsibilities
Land and Project Development Support
Receive information on new projects, meet with business partners, and communicate the information to relevant Group divisions/departments while coordinating with them to implement the subsequent steps.
Project Legal Support
- Supervise all project legal activities of the Company, ensuring that all project implementation activities are carried out in compliance with applicable laws and the regulations of the Group and the Company. Control legal risks.
- Work with government authorities to ensure projects are legally compliant.
- Participate in resolving legal issues.
Project Management and Construction
- Manage and oversee project schedule, quality, and overall project delivery performance.
- Lead and control QA/QC, Quantity Surveying (QS), occupational health and safety (OHS), environmental management, and construction-related legal compliance.
- Develop and implement project governance frameworks, policies, and procedures to ensure effective cross-functional collaboration in managing project execution, safety, quality, schedule, and budget performance.
- Serve as Project Director for designated projects as assigned by the Company.
- Liaise with and provide regular reporting to the Project Steering Committee, GD, and Project Owners on project progress, key risks, and critical decisions.
Design Management
- Manage the quality and progress of design deliverables prepared by design consultants throughout all design phases.
- Manage design consultants to ensure compliance with the terms and conditions of their consultancy contracts, and ensure that actual construction works are executed in accordance with the approved design documents.
Contract & Cost Management
- Manage tendering activities for consultancy services and construction works.
- Manage and control construction costs to ensure alignment with approved budgets.
- Manage contracts and payment processes with consultants and contractors.
Qualifications / Experience
- Bachelor's degree or above in Construction, Civil Engineering, Architecture, Project Management, or related disciplines.
- Minimum 10 years of experience in real estate, construction, and project management.
- Minimum 5 years of managerial experience.
- Good command of English, including listening, speaking, reading, and writing.
- Proficient in Microsoft Office applications.
