Our client is a leading construction company, seeking experienced professionals to join its organization.

Job Description

A. Talent Acquisition & Workforce Planning (70%)

Strategic Workforce Planning

  • Design and execute comprehensive recruitment strategies across short, medium, and long-term horizons in alignment with the Group's growth objectives.
  • Develop, control, and optimize recruitment plans and budgets on a quarterly and annual basis.
  • Partner with business leaders across departments, business units, and subsidiaries to assess manpower needs and establish hiring standards for all roles.

Recruitment Operations & Execution

  • Lead and govern the full recruitment lifecycle, ensuring efficiency, consistency, and quality of hires.
  • Coach and upskill recruitment team members in candidate sourcing, competency-based interviewing, and evaluation methodologies.
  • Expand and manage diverse recruitment channels including digital platforms, professional networks, recruitment agencies, career events, and employee referral programs.

Employer Branding & Recruitment Marketing

  • Collaborate with the Marketing function to position the Group as an employer of choice with a strong and credible employer value proposition.
  • Plan and deliver recruitment campaigns, career events, and employer branding initiatives to attract high-quality talent.

Performance Monitoring & Continuous Improvement

  • Track and analyze recruitment effectiveness through key metrics such as hiring timelines, recruitment costs, probation success rates, and early attrition.
  • Provide regular and ad-hoc recruitment reports and insights to the Group's senior leadership.
  • Continuously enhance recruitment frameworks, tools, and assessment techniques to improve talent quality and hiring outcomes.

B. Group Human Resources Management (30%)

Employee Relations & Compliance

  • Manage employee relations matters across the Group, including contract renewals, appointments, disciplinary processes, grievance handling, and labor dispute resolution.
  • Represent the Group and coordinate with government and regulatory authorities on labor-related issues as required.

HR Governance & Corporate Culture

  • Build, standardize, and maintain HR policies, procedures, and systems across the Group in full compliance with labor regulations.
  • Drive the development of a cohesive corporate culture aligned with the Group's rapid expansion and multi-industry operations.
  • Lead employee engagement initiatives and performance management programs to strengthen workforce commitment and effectiveness.

HR Leadership & Team Development

  • Lead, mentor, and develop the HR team to operate with professionalism, consistency, and a Group-wide mindset.
  • Allocate responsibilities, set performance expectations, and conduct regular evaluations to ensure high team performance.

Requirements

  • Bachelor's degree in Human Resources, Law, or a related field.
  • At least 10 years of senior-level experience in talent acquisition and HR management, with strong exposure to Construction and MEP sectors within corporate or group environments.
  • Working proficiency in English is a strong advantage.
  • Strong command of Microsoft Office and HR-related systems.
  • High resilience under pressure, strong accountability, and adaptable problem-solving approach.
  • Demonstrated leadership capability with proven people management skills.
