Overall purpose of the job
The Deputy Manager, Engineering is responsible supervision/ co-ordination of the Technical team including implement preventive maintenance, repair of building/shopping mall, figures, fittings and equipment, as well as technical improvements and utilities consumption control.
Key areas of concern include:
1.Support Chief Engineer in managing Technical team.
2.Ensure service level is delivered to all Retail tenants.
Actively supervise facilities maintenance costs, utilities consumption and cost saving initiatives.
Main responsibilities
Facilities Management:
- Supervise all shopping mall facilities maintenance to ensure smooth functioning, safety compliance, and service excellence.
- Implement the Technical team strategies, policies, and procedures to maintain high standards and optimize efficiency.
- Drive cost-saving initiatives and monitor KPIs.
- Implement and supervise maintenance of all technical plants, equipment within the building to ensure maintenance requirements for all plants and equipment are met.
- Supervise all repairs, renovation, maintenance and fit-out work.
Team leadership:
- Supervise the Technical team.
- Mentor and guide team members to achieve departmental goals.
- Maximize the effectiveness of engineering employees by developing each of their skills and abilities through the appropriate training, coaching and mentoring.
- Build up department procedure and training team members to enhance work efficient and service.
Tenant and Stakeholder Relations:
- Collaborate with internal teams and external contractors to address tenants concerns, requests and feedback promptly.
- Interacts with effective communication with all associates.
- Liaise with Suppliers, Contractors and Authorities as and when requested.
Financial and Budget Control:
- Prepare and implement OPEX and CAPEX budgets.
- Control expenses and ensure adherence to approved budgets.
- Implement cost-efficiency programs and improve maintenance processes.
- Supervise and coordinate with storekeeper to manage engineering store, carryout periodically inventory to ensure no lost and available spare parts for maintenance works.
Vendor and Contract Management:
- Prepare list of preventive maintenance contracts for equipment and systems which are deemed to be necessary for servicing by contractors.
- Ensure timely renewal, tendering, and negotiation of contracts.
- Supervise service quality and compliance with contractual terms.
Health Safety & Compliance:
- Supervise closely all maintenance personnel in the performance of their duties and delegate duties and responsibilities as required.
- Ensure compliance with safety standards, building regulations, and internal control processes.
- Identify and mitigate health and safety risks for employees, tenants, and visitors.
- Conduct regular audits and implement corrective actions where necessary.
Reporting & Administration:
- Assist Chief Engineer in preparing facilities management reports for management review.
- Manage administrative tasks including documentation, purchase orders, and approvals.
- Ensure accurate record-keeping of drawings and property details.
Continuous Improvement:
- Recommend and Implement energy saving program to the building.
- Supervise closely all utility consumption and energy efficiency of all equipment/ system and to ensure optimum energy usage by all departments.
Other Duties:
- Coordinate with Project staff on the hand-over of facilities and rectification of defects
- Implement Emergency Response Plan as per Business Continuity Plan such as pandemic, fire drill, flood test, bomb threat, etc.
- Together with other departments, organize kick-off meeting with new tenant/ vender, guiding and control tenant's design along with commencement fitout work ensure ally with Mall regulations.
- Perform any other tasks as assigned by the Line Manager or Board of Management

Qualification and experience
- Bachelor's degree in Engineering (M&E).
- At least 4 years proven track record in a similar managerial capacity.
- Attention to detail and high-quality level of service offered to tenants.
- Good working knowledge on M&E.
- Having experience on building/shopping mall structure and construction is an advantage.
- Sense of budgeting experience.
