Key Responsibilities
1. Employment Contracts
- Prepare probationary contracts, labor contracts, and service agreements as required.
- Ensure employee evaluations and all internal procedures are completed prior to contract issuance.
- Stay updated on labor laws and internal regulations to provide accurate advice to employees, colleagues, and line managers.
- Implement contract-related processes, procedures, and templates.
- Propose updates or improvements to HR policies and procedures when necessary.
2. Social Insurance (SI)
- Handle employee registration, benefits claims, and all statutory SI procedures.
- Monitor monthly SI contributions based on salary data.
- Prepare documentation for periodic SI inspections as required by authorities.
- Provide explanations and reports on monthly and annual SI expenses when requested.
3. Payroll
- Process monthly payroll and compensation schemes for all employees (staff and teachers) accurately and on time.
- Update salary changes and employee income information promptly.
- Stay informed of government regulations on wages to advise employees and managers.
- Manage registration and reporting procedures related to salary and income with relevant authorities.
- Draft payroll-related documents, procedures, regulations, and decisions for the assigned unit.
4. Personal Income Tax (PIT)
- Prepare annual income summaries, taxable income reports, PIT calculations, and related statutory contributions.
- Register PIT codes, dependent registrations, and update dependent information as required.
- Advise employees on dependent registration responsibilities and timelines.
- Monitor and report PIT voucher usage in compliance with regulations.
- Maintain tracking sheets for PIT information and dependents.
- Prepare PIT-related documents for inspections, audits, or requests from authorities.
5. Labor Union Administration
- Prepare documentation for labor union enrollment in accordance with regulations.
- Handle monthly union fee deductions.
- Complete required periodic reports and submissions to management and authorities.
- Track, reconcile, and ensure proper use of union funds in line with statutory guidelines.
6. Employee Offboarding
- Execute full and compliant offboarding procedures for departing employees.
- Proactively propose updates or adjustments to offboarding processes and forms.
7. HR Policy & Process Development
- Develop, revise, and improve HR processes, policies, and internal regulations related to HR operations and employee benefits.
8. Records & Documentation Management
- Maintain both digital and physical employee files, ensuring accuracy and timely archival.
- Ensure complete collection of employee personal documents as required.
9. Other Duties
- Perform other HR-related tasks assigned by the direct manager in line with the role's scope and expertise.
Candidate Requirements
- Bachelor's degree in Human Resource Management or related fields such as Business Administration or Organizational Management.
- At least 23 years of experience in a similar HR position; experience in the education sector is an advantage.
- Proficiency in Microsoft Office and essential digital tools.
