(Chinese, English) Country HR Manager

Location: HCMC Vietnam

Employment Type: Full-time, On-site

About the Opportunity

On behalf of our international client, we are hiring a Country HR Manager to support them building their first greenfield manufacturing facility in Southern Vietnam. Our client is a global leader in the semiconductor industry headquartered in China.

As the first HR hire in-country, you will be the architect of our HR infrastructure. You will bridge the gap between our China HQ's corporate culture and Vietnam's unique regulatory and cultural landscape. Your mission is to build the HR department from the ground up and support the company's business goals.

Key Responsibilities
  • Lead the HR workstream for local HR framework establishment, ensuring compliance with the Vietnam laws.
  • Maintaining strong relationships with local authorities, ensures the factory's set-up process goes smoothly.
  • Manage expats affairs, including work permits and visas for the initial Chinese technical launch team.
  • Design and execute a massive recruitment drive to secure specialized semiconductor engineers and technicians in a highly competitive market.
  • Create Employer Value Proposition (EVP) to attract top-tier talent.
  • Implement a localized HRIS system that ensures seamless data integration with China HQ while meeting local tax and reporting requirements.
  • Draft all localized HR policies, Employee Handbooks, and Compensation & Benefits (C&B) frameworks from scratch.
  • Act as the primary linguistic and cultural conduit between Chinese management and the Vietnamese workforce.

Requirements

Technical skills:

  • 10+ years in HR, with 5+ years in a leadership role.
  • Experience within the Semiconductor or High-Tech Manufacturing industry is a plus.
  • Proven track record of managing Greenfield factory setups, building processes and systems from scratch.
  • Master of Vietnam's laws and experience with Industrial Zone management boards.

Soft skills:

  • Trilingual fluency is mandatory: Native Vietnamese, Professional Mandarin, and Professional English.
  • Comfortable in an ambiguous, fast-paced environment within a large corporation.
  • Ability to handle complex negotiations with local government and internal stakeholders.
