(Chinese) Country HR Manager

Location: HCMC Vietnam

Employment Type: Full-time, On-site

About the Opportunity

On behalf of our international client, we are hiring a Country HR Manager to support them building their first greenfield manufacturing facility in Southern Vietnam. Our client is a global leader in the semiconductor industry headquartered in China.

As the first HR hire in-country, you will be the architect of our HR infrastructure. You will bridge the gap between our China HQ's corporate culture and Vietnam's unique regulatory and cultural landscape. Your mission is to build the HR department from the ground up and support the company's business goals.

Key Responsibilities

1. Workforce Recruitment

Lead recruitment activities for both staff and blue-collar workers.
Develop effective recruitment channels to support factory expansion.
Ensure timely hiring to meet production requirements.

2. Labor Relations & Compliance

Ensure full compliance with Vietnamese labor laws and regulations.
Handle employee relations, labor disputes, and disciplinary cases.
Liaise with local labor authorities and government agencies when necessary.

3. Compensation & Benefits

Oversee payroll, attendance management, and social insurance compliance.
Implement competitive compensation structures aligned with the local market.

4. HR Policies & Systems

Develop and implement HR policies, employee handbooks, and internal regulations.
Establish HR procedures that support efficient factory operations.

5. Employee Engagement & Retention

Promote a positive working environment and stable workforce.
Support training and development programs for employees and supervisors.

6. Cross-Cultural Communication

Act as a bridge between local employees and foreign management.
Ensure smooth communication and cultural understanding within the organization.

Requirements

Technical skills:

8+ years of HR experience, with at least 5 years in manufacturing or factory environment. Experience working in foreign-invested manufacturing companies is a plus.
Strong knowledge of Vietnam Labor Law and social insurance regulations.
Proven experience managing large numbers of blue-collar workers.
Familiar with recruitment for electronics or industrial factories is a plus.
Strong capability in employee relations and government liaison is a plus.

Soft skills:

Trilingual fluency: Native Vietnamese, Professional Mandarin, and Professional English.
Comfortable in a fast-paced manufacturing environment within a large corporation.
Ability to handle complex negotiations with local government and internal stakeholders.
Good communication and problem-solving skills.
