Job Description

Galaxy Holdings, a digital technology group within the Sovico ecosystem, operates across multiple industries including banking, finance, securities, insurance, aviation, real estate, healthcare, and education. It serves as the Group's core technology platform, consolidating market-leading capabilities to drive digitalization, innovation, and scalable business growth across all member companies.

The CTO Securities is a senior executive role responsible for the company's technology strategy, IT infrastructure, and trading systems. The position ensures a technology platform that is stable, secure, compliant, and scalable, supporting business operations, trading activities, and financial product development.

Beyond technology delivery, the CTO acts as a strategic business partner to the Business leadership team, ensuring that technology investments and decisions directly support revenue growth, market expansion, and competitive differentiation. The role requires a business-driven mindset, balancing time-to-market, commercial impact, risk management, and regulatory compliance, positioning technology as a growth enabler rather than a cost center.

The CTO works closely with Executive Management, Business, Operations, Risk Management, and Compliance functions, playing a critical role in strengthening the company's long-term technology capabilities and competitiveness.

Responsibilities:

Technology Strategy & Digital Governance

  • Define and execute the overall technology strategy aligned with business objectives and long-term corporate direction.
  • Lead digital transformation initiatives with a focus on security, compliance, sustainability, and business scalability.
  • Define mid- to long-term IT architecture (35 years) to ensure stability, scalability, and regulatory readiness.

Trading Systems & IT Infrastructure Management

  • Oversee the operation, enhancement, and optimization of core systems, including: Core Trading Systems; OMS/EMS and customer account management systems; Connectivity with Stock Exchanges and VSDC
  • Ensure high performance, low latency, high availability, and system continuity.
  • Establish and govern Disaster Recovery (DR) and Business Continuity Plans (BCP) in line with regulatory requirements.

Information Security & Regulatory Compliance

  • Establish and govern information security, cybersecurity, and IT risk management frameworks.
  • Ensure full compliance with regulations issued by the State Securities Commission, Stock Exchanges, VSDC, and relevant international standards.
  • Work closely with Risk Management, Compliance, and Internal Audit functions.

Business Alignment & Commercial Impact

  • Demonstrates strong business excellence acumen, with real world achievement and ability to translate strategy into operational execution, drive performance, and deliver results.
  • Partner with Executive Management and Business teams to shape product, service, and digital channel strategies.
  • Ensure technology initiatives have clear commercial objectives, including revenue growth, customer experience improvement, and cost optimization.
  • Prioritize technology investments based on ROI, business impact, and strategic urgency.
  • Enable business scalability through system capacity, data platforms, and automation.

Product Development & Innovation

  • Lead the development of digital trading platforms and securities products with a customer-centric and market-oriented approach.
  • Proactively propose technology solutions that create competitive advantages through data, analytics, AI, and personalization.
  • Work closely with Product Owners to shorten product development cycles and improve time-to market.

Technology Leadership & Vendor Management

  • Build and develop professional technology teams aligned with financial industry standards.
  • Manage and govern relationships with domestic and international technology vendors.
  • Manage IT budgets to ensure cost efficiency and investment effectiveness.

Job Requirements:

  • 1215 years of IT experience, with at least 5 years in senior leadership roles.
  • Mandatory background in securities, financial services, or banking.
  • Strong expertise in trading systems, low-latency, high-availability environments, and DR/BCP.
  • Strong business acumen, executive-level communication skills, resilient and adaptable.
