Job Title:Chief accountant
Location: Le Minh Xuan 3 Industrial Park, Ho Chi Minh
Working time: 8 am- 5pm Monday to Friday (Break between 12pm- 1pm)
Our client is a multinational manufacturer focused on buttons, packaging, fashion trims and custom accessories for the apparel industry.
The Chief Accountant is a pivotal leadership role responsible for the complete integrity and strategic oversight of the company's financial, legal, and administrative operations within the region. This position ensures strict compliance with both local statutory regulations (including Tax, DPI, and Labor laws) and Group policies (IFRS). The role encompasses full-cycle accounting, tax strategy, financial reporting, budgeting, internal controls, and the management of legal, compliance, and core human resource administrative tasks. The Chief Accountant acts as the key liaison between local operations, regional management, and Headquarters (HQ) on all financial and compliance matters.
Key Responsibilities / Job Duties:
1. Financial Management & Accounting:
- Oversee all aspects of accounting: accounts payable, accounts receivable, general ledger, and cash flow management.
- Manage month-end and year-end closing processes, ensuring accuracy and timeliness.
- Develop, control, and maintain the local accounting system, including setting up cost/profit centers and mapping local reports to regional requirements.
- Handle treasury functions, including managing loans, credit facilities, and implementing bank concentration for improved cash visibility and cost reduction.
- Liaise with HQ to discuss and resolve payment-related issues.
2. Financial Reporting, Compliance & Tax:
- Prepare and submit all statutory financial reports to the Tax Bureau and DPI (Financial Statements, CIT, VAT, FCT).
- Lead transfer pricing (TP) documentation and strategy to mitigate risks and manage profit transfers.
- Ensure full compliance with tax regulations, manage relationships with tax agents, and handle all tax audits.
- Develop policies and procedures to secure evidence for VAT refunds related to project completion and export activities.
- Ensure all financial reports comply with both local GAAP and Group IFRS standards, delivered on time.
3. Budgeting, Forecasting & Analysis:
- Collaborate with senior management and the Board of Management (BOM) to develop annual budgets and periodic re-forecasts.
- Manage the entire budgeting and forecasting process, emphasizing cost efficiency and value for money.
- Organize and present monthly/quarterly management review meetings on budget control, credit line utilization, and cash flow analysis.
4. Audit, Controls & Legal Administration:
- Serve as the primary point of contact for both internal compliance audits and external financial audits.
- Manage all legal administrative procedures, including IRC/ERC applications and State Bank registrations for long-term loans.
- Handle Deferred Tax Asset (DTA) procedures and maintain all necessary documentation for potential tax investigations.
- Ensure a safe and compliant working environment for staff and visitors within the expense budget.
5. HR & Payroll Administration:
- Oversee the accuracy of payroll processing and all related compulsory obligations (Social Insurance, Health Insurance, Unemployment Insurance, Personal Income Tax).
- Prepare and submit labor regulations.
- Manage employee compensation & benefit (C&B) policies, training records, and employment documentation.
- Support headcount planning and manage recruitment procedures in coordination with HR.
- Review and manage job descriptions and labor contracts.
Skills & Qualifications Required:
Education & Certification:
- Bachelor's degree in Accounting, Finance, or a related field. A Master's degree or professional certification (e.g., ACCA, CPA, or equivalent) is highly preferred.
- Deep knowledge of International Financial Reporting Standards (IFRS) and local EU accounting/tax regulations.
Experience:
- Minimum of 8-10 years of progressive experience in finance and accounting, with at least 3-5 years in a Chief Accountant or Financial Controller role within an international corporation.
- Proven track record in managing full financial closing, statutory reporting, and tax compliance (CIT, VAT, Transfer Pricing).
- Hands-on experience with budgeting, forecasting, and financial analysis.
- Experience liaising with external auditors, tax authorities, and legal bodies.
- Prior experience overseeing payroll and core HR administrative processes is essential.
Technical Skills:
- Expertise in major ERP systems (e.g., SAP, Oracle) and advanced proficiency in MS Excel.
- Strong understanding of treasury and cash flow management techniques.
- Excellent knowledge of labor laws and payroll administration within the region.
