The Chairman Nam Long Township & Property Management Company (NLTP) is responsible for setting long-term strategic direction and overseeing the execution and overall performance of NLTP. This role ensures that NLTP operates in line with the Nam Long Group's strategy, follows good corporate governance practices, manages risks effectively, and achieves sustainable development.
A. Strategic Direction & Corporate Governance:
- Set the mid- and long-term strategic direction of NLTP in line with Nam Long Land and Group strategies.
- Design and develop NLTP's business model, operating strategy, and key strategic pillars:
- Township & Property Management
- Asset Management & Strategic Operations Advisory
- Technical, Infrastructure & ESG Management
- Landscape & Nursery Management
- Community Services & Resident Experience
- Provide direction and oversight the development of annual business plans, financial plans, and operational targets.
- Monitor and evaluate strategic, financial, and operational performance indicators to ensure the overall effectiveness of the Company.
- Assess the performance of the General Director NLTP and establish appropriate operational performance monitoring mechanisms.
B. Strategy Execution Oversight & Performance:
1_Township & Property Management
- Develop, approve, and implement comprehensive operational management frameworks for townships, residential developments, and public facilities.
- Manage pre-handover, handover, and post-handover phases, ensuring operations, maintenance, and infrastructure works meet approved schedules, budgets, and quality standards.
- Lead project acceptance, operational readiness, and handover of infrastructure to authorities and Management Boards in compliance with regulations.
2_Asset Management & Strategic Operations Advisory
- Manage, operate, and optimize asset value throughout the project life cycle.
- Provide operational advisory from pre-development stages to optimize long-term cost efficiency and operational effectiveness.
- Control operating budgets and short-, mid-, and long-term cash flow planning.
3_Technical, Infrastructure & ESG Management
- Oversee technical systems, infrastructure, security, safety, fire prevention , and HSE across all projects.
- Control construction quality, defect rectification, and post-handover repairs.
- Deploy Smart City solutions and ESG initiatives.
4_Landscape & Nursery Management
- Manage landscape planning, design, construction, and maintenance in accordance with Nam Long standards.
- Develop and operate nursery and landscape services, ensuring greenery quality, aesthetics, consistency, and cost efficiency.
- Provide landscape advisory for Group projects to enhance living space value, township identity, and brand image.
5_Community Services & Resident Experience
- Ensure customer handover is delivered in full compliance with commitments, with convenient and timely operation, usage, and maintenance.
- Manage and control the quality of after-sales services and service partners; measure and continuously improve resident satisfaction.
- Develop and implement community engagement and amenity programs to enhance resident experience and corporate brand value.
- Organize residents meetings, support Management Boards/Self-Management Committees, and develop preventive and crisis-response plans for communication and media issues.
C. Required skills and Competencies:
- Bachelor's degree, preferably in Business Administration, Economics, or related fields and a Master's degree.
- At least 15 years of experience in asset/real estate operations management, with 3 to 5 years in an equivalent position.
- Strong experience in township, residential, and commercial property operations, including operational finance and legal aspects.
- Strong expertise in township/building operations, management fees, maintenance funds, after-sales service standards, and resident community governance.
- Solid understanding of regulatory and compliance frameworks (operations, fire safety, security, HSE, service contracts, infrastructure operation & handover).
- Strong operational finance capability: budgeting, cost control, performance analysis (cost-to-serve), cash-flow planning; sound P&L/business acumen for NLTP's operating model.
- Strong vendor/contract management: tendering, SLA setup, service quality control, claim/penalty management, costquality optimization.
- Proven risk and crisis management capability (resident complaints, technical/safety incidents, reputational/media issues).
- Demonstrated ability in digital transformation/technology adoption (Smart City, CMMS, CRM/CS tools, dashboards) and ESG integration in operations.
- Good planning, execution, coordination, data-driven decision-making.
- Good communication, negotiation, and presentation skills.
- Fluency in English.
