Role Purpose
- The Executive, Safety represents CapitaLand Development (CLD) as the Client's Safety function, providing independent safety oversight, audits, and professional safety input across CLD project sites.
- The role focuses on monitoring, auditing, and recommending safety improvements through CLD Project Management teams, ensuring contractors comply with applicable legislation, industry standards, and CLD's safety requirements, in support of CLD's zero harm objectives.
- The Executive, Safety does not replace contractor safety personnel and does not directly manage contractor workers.
Key Responsibilities
1. Safety Oversight & Compliance Monitoring
- Act as CLD's safety representative, conducting independent safety inspections and audits across assigned project sites to verify contractors compliance with applicable laws, codes of practice, and CLD safety requirements.
- Monitor contractors implementation of approved safety plans, method statements, Risk Assessments (RA), and Job Safety Analyses (JSA), and verify that appropriate and effective control measures are implemented on site.
- Identify unsafe acts, unsafe conditions, and systemic safety gaps, and formally highlight noncompliances to CLD Project Management teams and contractors for corrective action.
- Review and communicate key safety issues, required improvement actions, and site safety performance trends identified through inspections and audits.
2. Audit, Reporting & Enforcement Support
- Identify, document, and formally recommend the issuance of site safety observations, memos, NonConformance Reports (NCRs), and safety notices by CLD Project Management teams to contractors, where required and in accordance with CLD governance.
- Track and monitor contractors corrective actions to ensure timely closure and effective implementation of agreed safety measures.
- In cases of critical safety violations or imminent danger, recommend and support CLD Project Management in enforcing Stop Work Orders in accordance with CLD procedures.
4. Safety Systems, Training & Engagement
- Maintain and ensure the effective operation of CLD's safety communication and reporting systems (including the CLD Workplace Safety & Health QR code reporting system for workers), ensuring they are consistently implemented, clearly displayed at prominent site locations, accessible to workers, and fully functional across project sites.
- Monitor safety feedback, concerns, and observations raised through CLD reporting channels, and coordinate with Project Management teams and contractors to ensure appropriate investigation and resolution.
- Support and participate in site safety initiatives, Safety Days, and safety campaigns to promote safety awareness and reinforce CLD's safety culture.
- Conduct or support clientled safety briefings, targeted safety sessions, and focused safety engagements with contractors on highrisk activities and recurring safety issues, where required.
- Prepare and submit structured safety reports, incident reviews, NCR summaries, and audit findings to the Senior Safety Manager, including rootcause analysis and practical, sitespecific recommendations.
5. Safety Innovation, Digitalization & Continuous Improvement
- Demonstrate an innovation and automation mindset in safety management by actively identifying opportunities to enhance safety performance through digital tools, automation, and datadriven approaches.
- Support the implementation, monitoring, and optimization of technologyenabled safety systems (e.g. AIbased camera monitoring, safety management software, digital reporting platforms) across project sites, in coordination with CLD Safety and Project Management teams.
- Review safety data, audit findings, and site observations to identify trends, systemic risks, and opportunities where technology, automation, or process improvements can enhance safety outcomes.
- Proactively propose practical safety improvement initiatives, process enhancements, and innovation ideas to strengthen safety oversight and contractor compliance.
- Participate in pilot programs, trials, and rollouts of new safety technologies or systems introduced by CLD, providing sitebased feedback to support continuous improvement.
6. Incident & Audit Support
- Review contractor incident investigation reports and corrective actions to assess adequacy, completeness, and alignment with CLD's safety expectations.
- Support CLD Project Management teams during internal and external audits (e.g. ISO 45001, ISO 14001) by verifying site compliance status, monitoring corrective actions, and tracking closure of nonconformities within agreed timelines.

Job requirements
Bachelor's degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field.
Minimum 10 years of onsite experience in a similar safety role, preferably within large-scale construction projects.
Strong commitment to Health, Safety, and Environmental (HSE) management practices and continuous safety improvement.
Solid understanding and practical experience with Safety Management Systems, particularly ISO 45001; knowledge of ISO 14001 is an advantage.
English communication skills, both written and verbal.
Willingness to work in Northern Vietnam (including Hanoi, Hung Yen, Hai Phong, or other provinces as required), with flexibility to relocate if necessary.
