Job Purpose
The Assistant HR Manager is responsible for leading HR operations and acting as the centralized controller for Compensation & Benefits (C&B), ensuring data accuracy, compliance, and confidentiality across all locations.
The role supervises HR Admin teams, leads recruitment for HCM and key positions, and provides operational support to the Senior HR Manager in strategic and ESMS-related initiatives.
Key Responsibilities
- Centralized C&B Governance & Payroll Control
- Own and finalize payroll, Social Insurance (SI/HI/UI), and Personal Income Tax (PIT) for all locations
- Review and validate all payroll inputs (timesheet, employee data, allowances) consolidated from the site HR
- Ensure 100% accuracy, compliance, and confidentiality of compensation data
- Standardize and continuously improve C&B processes, templates, and control mechanisms.
- HR System & Data Control
- Act as the system owner for HR systems, ensuring data integrity and access control
- Perform final validation and approval of HR data submitted from all sites
- Ensure alignment of data standards, reporting formats, and system usage across locations
- Team Management & Operational Control
- Directly manage, coach, and evaluate HR Admins across all locations. Specifically, cooperate with Senior HRM in evaluating the ESMS-related performance of the HR Admin - Bao Loc to ensure operational alignment without interfering with ESMS technical expertise
- Ensure consistent execution of HR operations and policies
- Act as the escalation point for HR operational issues
- Compliance & Internal Audit Oversight
- Conduct periodic audits of HR processes, personnel files, and site documentation
- Ensure compliance with Vietnamese Labor Law and company policies
- Review and approve key compliance-related documentation prepared at the site level
- Guide labor law interpretation and complex HR cases
- Expat & Legal Documentation Control
- Oversee and review procedures related to:
- Work Permits (WP)
- Temporary Residence Cards (TRC)
- Visas and company licensing documentation
- Validate documentation prepared at the site level to ensure legal compliance and accuracy
- Coordinate with external parties and authorities for complex or critical cases
- Recruitment (HCM & Key Positions)
- Lead and manage recruitment activities for the HCM office and key/critical roles across all locations
- Partner with hiring managers to define job requirements and hiring plans
- Manage end-to-end recruitment process for key roles (sourcing, screening, interviewing, offer negotiation)
- Ensure timely hiring and quality of candidates
- Provide guidance and support to site HR for local recruitment when required
- Build and maintain talent pipelines and recruitment channels
- Strategic Support & ESMS Coordination
- Act as the operational lead when the Senior HR Manager is engaged in regional or strategic projects
- Review and validate HR data (ESMS, labor, demographics) consolidated by site HR before submission
- Support ESMS implementation and ensure data accuracy for reporting
Job Requirements
Education: Bachelor's degree in business administration, Human Resources, or a related field.
Experience
- 5–8 years of HR experience, with a strong focus on C&B and HR Operations
- At least 2 years in a supervisory or management role
- Experience in recruitment for key positions is preferred.
