JOB PURPOSE
Airport Duty Manager leads and coordinates airport operations during assigned shifts, serving as the airport's senior operational representative. The role oversees real-time operations, manages disruptions and emergencies, coordinates stakeholders, and ensures safe, secure, efficient, and compliant airport operations.
KEY ACCOUNTABILITIES
A/ Airport Operational Command, Control & Decision-Making
- Exercise delegated operational authority on behalf of the Airport Operations Director and represent the Airport Operator before the Airport Authority and relevant government agencies during assigned shifts.
- Lead AOCC operations and maintain airport-wide situational awareness, operational oversight and senior on-shift decision-making.
- Coordinate real-time responses to IRROPs, operational disruptions, incidents and elevated-risk events, including LVP activation and related operational restrictions.
- Coordinate implementation of the AOP, contingency arrangements, business continuity plans and operational recovery strategies.
- Ensure significant operational decisions, restrictions, incidents and coordination activities are accurately recorded in the Airport Operational Log.
B/ Stakeholder Coordination, Recovery Management & Operational Resilience
- Act as the primary operational escalation point for airlines, ground handling providers, airport departments and government authorities during assigned shifts.
- Coordinate resources, priorities and recovery objectives across stakeholders during operational disruptions.
- Coordinate with VATM, A08, emergency services and relevant authorities to maintain safe and efficient airport operations.
- Chair operational coordination meetings, disruption management activities and escalation processes for significant operational events.
- Prepare operational reports and post-event reviews and conduct structured shift handovers to ensure operational continuity.
C/ Safety, Emergency Management & Construction Coordination
- Implement SMS requirements and promote a proactive safety culture across airport operations.
- Lead the initial operational response to airport emergencies in accordance with the AEP, activate the EOC when required and perform Airport Duty Manager responsibilities until command is formally transferred.
- Coordinate emergency response with RFFS, medical services, A08, the Airport Authority and other responding agencies.
- Coordinate operational risk management, support occurrence investigations and oversee corrective actions in coordination with Aviation Safety & Compliance.
- Ensure airport operations comply with ICAO SARPs, CAAV requirements and approved airport procedures and operational standards.
- Identify opportunities to improve operational resilience, performance and readiness through lessons learned, operational reviews and continuous improvement initiatives.
D/ Operational Resilience & Continuous Improvement
- Monitor operational capacity, constraints and emerging risks and implement appropriate mitigation measures to maintain safe and efficient operations.
- Coordinate safety arrangements for concurrent construction activities and exercise delegated authority to suspend activities where immediate risks to airport safety or operational continuity exist.
- Apply collaborative operational decision-making principles appropriate to GBIA's foundation-phase operating model and support progressive A-CDM implementation.
- Drive improvements in operational resilience, performance and readiness through lessons learned, operational reviews and continuous improvement initiatives.
JOB REQUIREMENTS
A/ Qualifications
- Bachelor's Degree in Aviation Management, Airport Operations, Air Transport Management, Business Management or a related discipline.
- Postgraduate qualifications or advanced training in Airport Operations, Airport Operations Control or a related discipline are preferred.
- Strong knowledge of airport operational control, aviation safety and integrated airport operations within a regulated aviation environment.
B/ Work Experience
- Minimum 10 years of experience in airport operations, airline operations control, AOCC or a comparable aviation operational environment.
- Demonstrated experience as an Airport Duty Manager, AOCC manager, shift manager, operational supervisor or operational coordinator, with responsibility for airport-level decision-making.
- Strong understanding of integrated operations across airside, terminal and landside environments.
- Proven experience managing IRROPs, operational disruptions, emergency situations and operational recovery in complex multi-stakeholder environments.
- Experience using AODB, airport operational control systems and operational reporting tools, with strong knowledge of ICAO SARPs, SMS and applicable civil aviation regulations.
C/ Certifications & Licenses
- Airport Operations qualification or equivalent aviation industry certification is preferred.
- ICAO Safety Management System (SMS) training.
- Airport Emergency Plan (AEP) and Incident Command System (ICS) training.
