We are now teaming up to work on the Vietnam Low Emission Energy Program II (V-LEEP II), a project sponsored by of the U.S. Government, which is helping Vietnam continue its transition to a clean, secure, and market-based energy sector by increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector. The program runs through September 2025.
In its work with the Energy Efficiency and Sustainable Development Department (EESD) within Vietnam's Ministry of Industry and Trade (MOIT), V-LEEP II is supporting the scale-up of e-mobility solutions. This involves: (1) Working with GVN to enhance the regulatory and policy environment for electric vehicles, and (2) Partnering with the private sector to increase the availability of charging infrastructure. As such, V-LEEP II is now seeking applicants interested in the E-Mobility Senior Expert position. He/She will be E-Mobility Task Lead to report to V-LEEP II Objective Lead. This is a long-term position for a local Vietnamese national based in the USAID V-LEEP II office in Hanoi, Vietnam. Limited domestic travel may be expected as required by project activities.
Work you will doThe E-Mobility Senior Expert shall perform the following tasks:
Provide strategic thinking and guidance on e-mobility to the V-LEEP II program
Coordinate with MOIT focal points to understand their needs and design support with guidance from Objective Lead
Interface with private sector e-mobility stakeholders on behalf of V-LEEP II
Collaborate on the design of e-mobility demonstration and pilot projects
Lead technical assistance activities in support of e-mobility deployment
Draft scopes of work for all activities, execute activities, and lead delivery on time and within budget
Oversee a team of up to five short-term and long-term specialists, managing their work products and performance
Perform review and quality control of deliverables
Provide input to reporting, monitoring, and evaluation needs, including indicators, weekly, quarterly, and annual reports
Contribute to V-LEEP II annual work plan and participate in work planning with MOIT counterparts.
Enough about us, let's talk about you
Vietnamese nationality
Bachelor's degree in economics, finance, energy, engineering, or related field Master's degree is an advantage
Seven or more years of work experience in transportation planning and policy, e-mobility strategies, electric vehicle business models, and/or vehicle charging infrastructure deployment
At least two years of experience managing cross-functional teams
Experience working across the e-mobility ecosystem in Vietnam
Professional working proficiency in English required (both verbal and written)
Experience implementing international development projects preferred
Deep understanding of Vietnam legal and institutional frameworks in the energy and transport sectors
Experience working with the Vietnam Ministry of Industry and Trade additional experience with Ministry of Transport is an advantage.
